Do you have to have a customs form when shipping less than 6 oz. of beads to Israel?

According to USPS website; it states that if your item is less than 16 oz. & does not have potentially dutiable contents you do not have to have a customs form, but the post office sent my pkg. back with one to fill out.

It's always best to fill it out when shipping to another country. There should be a box to mark if it's a sale, gift, sample etc. I sell my beads and kits of Etsy and irregardless of the value the Canadian post office has me fill out the form, so I picked up a supply of them and have it on the package when I take it to the post office. (It's a pain to have to fill it out, but less of one to fill it out at home rather than in the line at the post office.) Shipments to Canada of a Canadian value of $20,00 or less ($75.00 gifts) will be delivered without duties/taxes so I imagine that other countries have much the same deal.
